According to the Civil Affairs Department of Qinghai Province on the 8th, civil affairs departments across the province will work with education, health, the Communist Youth League, and women's federations to accelerate the construction of a diversified and smoothly connected mental health care service pattern for disadvantaged children from the aspects of mental health education, risk monitoring and identification, and psychological crisis intervention. This will comprehensively improve the mental health level and physical and mental health quality of disadvantaged children.
For various disadvantaged children, the province will provide personalized education based on their age and type of difficulties, popularize mental health knowledge, and carry out mental health education through education content such as life education, emotional management education, and setback coping education, guiding disadvantaged children to cherish life, learn to perceive and regulate emotions, and improve psychological resilience. For parents or other guardians of disadvantaged children, the main goal is to enhance their ability to prevent and identify mental health problems, and help disadvantaged children resolve negative emotions.
It is reported that the province will carry out identification and evaluation of the mental health status of disadvantaged children in accordance with the "Guidelines for Identification and Evaluation of the Mental Health Status of disadvantaged children (Trial)", establish identification and evaluation files, and achieve "one person, one file". For children at medium to high risk of difficulties, timely and rapid response, "one person, one strategy" intervention, and smooth referral channels for diagnosis and treatment. For disadvantaged children who have experienced psychological crisis and recovered, strengthen follow-up services, carry out regular follow-up visits, family visits, organize paired assistance, and provide continuous care.
In terms of psychological care services, we will focus on disadvantaged children facing academic pressure, family changes, economic difficulties, and infringement of their legitimate rights and interests. During critical periods such as enrollment, exams, and winter and summer vacations, we will increase the frequency of visits and closely monitor the emotional and behavioral changes of disadvantaged children.
At the same time, support and guide social forces to accurately classify and develop psychological care plans for disadvantaged children in need, and provide professional services such as psychological counseling, emotional counseling, and psychological comfort.
