They will carry out various forms, channels, and levels of care and service activities to accompany disadvantaged children through a healthy and happy holiday, promote their physical and mental health growth, and the comprehensive development of morality, intelligence, physical fitness, aesthetics, and labor.

The notice points out that it is necessary to strengthen the monitoring and discovery of the mental health of children in difficult situations. Schools should guide children in need to actively receive psychological health assessments, grasp the overall situation, and promptly communicate with their parents or other guardians if problems are found. Staff from childcare institutions, community education institutions, children's activity centers, 12355 youth service desks, and other institutions or places should promptly pay attention to the mental health status of children. Children's welfare institutions and juvenile assistance and protection institutions should rely on their own professional strength to conduct psychological health assessments on children within the institutions, while actively radiating to other disadvantaged children, and keeping records and archives. Children's supervisors and children's directors closely monitor the mental health status of disadvantaged children through various methods such as regular home visits, heart to heart talks, and "June 1st" themed activities. They focus on visiting children and families facing life difficulties, academic pressure, family upheavals, and infringement of their legitimate rights and interests, helping parents or other guardians of children to promptly identify and solve problems. To fully leverage the roles of teachers, children's directors, village (community) women's federation chairpersons, children's social workers, 12355 psychological counselors, volunteers, etc., to classify and develop psychological care plans for children in need, and provide assistance services such as psychological counseling, emotional counseling, and psychological comfort.
