Recently, four departments including the Liaoning Provincial Health Commission jointly issued the "Task List for Liaoning Province to Implement the 'Notice on Promoting Medical-Care Integration' by Five Departments Including the National Health Commission.".
In terms of strengthening talent development, the "List" proposes that medical and elderly care combined institutions conduct health education or skill training sessions at least once a month for residents, their families, community residents, and family caregivers, covering topics such as traditional Chinese medicine for health preservation.
In terms of developing home and community services, the "List" proposes to continuously expand the coverage of traditional Chinese medicine health management services for the elderly in Liaoning and gradually increase the health management rate for the elderly. It aims to promote family doctor contracted services in elderly care facilities, offering services such as appropriate traditional Chinese medicine techniques, dietary and medicinal diet guidance, and more. The document clarifies the service coordination mechanism between medical institutions and elderly care facilities, leveraging the roles of physicians in geriatric medicine, rehabilitation, general practice, and traditional Chinese medicine departments within healthcare institutions to enhance integrated care and continuously simplify referral and medical treatment processes.
In terms of expanding service supply, the "List" also proposes leveraging the advantages of traditional Chinese medicine in disease prevention. Community health service centers (stations), township health centers, and village clinics within integrated medical and elderly care institutions should implement more than four categories of six simple, effective, and cost-efficient traditional Chinese medicine techniques in accordance with TCM technical operation standards, thereby enhancing grassroots TCM service capabilities.
