Man donates 22000 milliliters of blood, scenic spot refuses to waive ticket

According to media reports, Mr. Lv, a resident of Xi'an, Shaanxi, stated that he has participated in a total of 57 voluntary blood donations, with a total of 22600 milliliters donated. According to the Xi'an Blood Donation Regulations, the honorary A card held by them can enjoy preferential treatment such as free admission to municipal A-level scenic spots. On December 21, 2025, when he took his parents to visit the Zhao Gongming Cultural Scenic Area in Xi'an, he presented his Xi'an City Honorary Blood Donation A card and ID card to apply for free admission, but was refused by the scenic area on the grounds of "not receiving any notification about free admission" and demanded to pay 50 yuan for the ticket.

Mr. Lv presented the "Free List of Municipal A-level Scenic Spots" published by the Xi'an Municipal Government, including the Qujiang Louguan Ecological and Cultural Tourism Scenic Area, which is within the scope of preferential treatment. But the staff of the scenic spot refused to waive the ticket on the grounds of "not being from the same scenic spot", and Mr. Lv had no choice but to pay 50 yuan for the ticket.

 

Mr. Lv believes that the behavior of the scenic area seriously damages the rights and interests of blood donors. For this reason, Mr. Lv sued the operators of the scenic spots involved, demanding a refund of 50 yuan in ticket fees and joint liability. According to the summons issued by the Zhouzhi County People's Court in Xi'an, the case will be heard in court on the afternoon of January 19, 2026. Mr. Lv claimed that during the trial, the person in charge of the scenic spot admitted to work errors and agreed to refund the ticket price, but due to financial process requirements, it needs to be executed after the judgment is issued.
