The diagnosis and treatment of children's serious diseases should be supervised throughout the whole process

The General Office of the National Health Commission recently issued the Notice on Further Improving the Management of Treatment of Children's Major Diseases, proposing to establish a diagnosis and treatment expert group for related diseases, establish and improve the quality control system for children's major diseases, formulate quality control indicators for related diseases based on diagnosis and treatment guidelines and clinical paths, and regularly carry out quality control work. Medical institutions should establish a quality control group for children's major diseases.
The Notice requires that all localities timely analyze the structure of the transferred patients' diseases, find out the inadequacies of the discipline system, strengthen the capacity building of weak disciplines, and complement the weaknesses of the medical service system through the construction of regional medical centers, medical consortia, counterpart support and other measures. At the same time, medical personnel should be more aware of early diagnosis and treatment, and early cases of major diseases in children should be found in time. If a designated medical institution and a diagnosis and treatment cooperation group are set up for children's major diseases, the leading unit should work with the member units of the group to formulate the corresponding cooperation group working system according to different diseases, clarify the division of responsibilities, straighten out the work process, simplify the medical procedures, and make the masses "run less, not run more". Relevant medical institutions should establish a multi-disciplinary diagnosis and treatment working mechanism, define the leading specialty according to the disease type, and ensure that patients' diagnosis and treatment are "managed and uninterrupted" throughout the whole process.
The Notice pointed out that relevant medical institutions should refer to the national clinical diagnosis and treatment guidelines, drug use guidelines, clinical pathways, etc., formulate and refine the diagnosis and treatment specifications for related diseases, embed the diagnosis and treatment specifications into the information system of medical institutions with electronic medical records as the core, promote the construction of knowledge base, strengthen the intelligent review function, and promote reasonable inspection, rational drug use, and reasonable treatment. The Notice emphasized that we should attach great importance to the management of information registration. By June 2020, all regions should complete the docking of information ports, realize automatic data capture, and reduce the workload of medical personnel filling in data. Non designated medical institutions are encouraged to actively participate in information registration. Data submission and quality analysis results will be used as important reference indicators for dynamic adjustment of designated medical institutions.
