In line with the requirements for the establishment, operation, and management of comprehensive childcare service centers, this Notice adopts both goal-oriented and problem-oriented approaches, provides systematic arrangements for the role of these centers as hubs within the regional childcare service system, and sets forth specific implementation requirements. The main contents of the Notice are as follows: First, accelerate the construction and operational progress.Local authorities should take into account local factors such as population size, childcare demand, and socioeconomic development when establishing comprehensive childcare service centers with appropriate scale, suitable equipment, and comprehensive functionality.Define the construction and operation timeline requirements for comprehensive childcare service centers supported by central government investment. Second, leverage the leading role of service provision.Local authorities should support and guide comprehensive childcare service centers to play a leading role based on local realities-whether in enhancing childcare services, providing guidance on scientific parenting practices, strengthening health education, building robust workforce capacity, reinforcing safety accountability, summarizing practical experience, or improving service quality. Third, conduct training and guidance activities.Local authorities should support comprehensive childcare service centers in designing and implementing tailored programs-including pre-employment training, job transition training, job-specific skill enhancement training, as well as internships and practical training for childcare-related students-while assisting in the promotion of relevant legal and policy frameworks. Fourth, participate in quality management activities.Local authorities support public comprehensive childcare service centers to undertake tasks entrusted by their respective local health administrative departments by participating in the quality management of childcare services-through measures such as supporting childcare institutions in strengthening their management practices, assisting in the regulation of the childcare sector, and providing technical support for quality management.
